According to the Law of Ukraine dd. February 22, 2000 “About the Government Procurement of Goods, Works and Services” managers in charge of public funds are forbidden to sign agreements before/without holding tenders. The procurement agreement shall become valid on the date when it is signed by the customer and the participant, determined as the winner of the procurement procedures defined by the tender.
